Establishing the Clean Campaign Public Financing Act for Candidates for the General Assembly to be administered by the State Board of Elections; creating the Clean Campaign Public Financing Fund for Candidates for the General Assembly and providing for the inclusion of specified money in the Fund; specifying participating procedures, obligations, expenditure limitations, penalties, and other criteria; specifying duties for the Comptroller regarding the administration of the Fund; etc.
