Synopsis:

Prohibiting the Department of the Environment from processing a sewage sludge composting facility permit or sewage sludge storage facility permit until specified requirements are met by the Department of the Environment and the county in which the facility is to be located; and generally relating to the processing of sewage sludge composting facility and sewage sludge storage facility permit applications.
