Prohibiting an inmate of a correctional facility in the Division of
Correction from making a telephone call unless the recipient of the
call has indicated certain prior approval or unless previously
authorized by the managing officer of the correctional facility;
prohibiting an inmate from making telephone calls to more than a
certain number of individuals; and establishing a certain penalty.
