Authorizing the Department of the Environment to impose or pursue penalties for violations of provisions regulating water appropriation and use, waterway construction and obstruction, nontidal and tidal wetlands, gas and oil, coastal facilities, and surface mining; setting criteria that must be considered when penalties are imposed; and specifying what is to be done with any monetary penalty collected.
