Synopsis:

Altering the composition of the Health Services Cost Review Commission; requiring the Commission to certify that the rates of a specified facility are approved by the Commission and the same rate for all payors; requiring the Commission to make a specified assurance to each purchaser of health care facility services concerning specified aggregate and unit rates; requiring the Commission accounting system to identify and prohibit any direct or indirect cost shifting; etc.
