Synopsis:

Providing for the issuance by the Maryland Port Commission of a harbor pilot license; establishing the qualifications for a harbor pilot license; requiring specified vessels using tug assistance to employ licensed harbor pilots; requiring the Commission to determine the number of harbor pilot licenses, to establish applications fees, to issue notices about license renewal, and to provide for a grace period for expired licenses; providing specified criminal penalties for failure to return suspended or revoked licenses; etc.
