Establishing, subject to the adoption of the Constitutional Amendment by the voters of the State, the Clean Campaign Public Financing Act for Candidates for the General Assembly to be administered by the State Board of Elections with the assistance of the Comptroller; creating the Clean Campaign Public Financing Fund and providing for the inclusion of certain money in the Fund; establishing certain procedures, requirements, and conditions; etc.
