Making it a felony to manufacture, dispense, distribute, or possess
with intent to distribute controlled dangerous substances, or
conspiring to commit these offenses, if the felony occurred within
certain property owned by the State and managed by the Department of
Natural Resources; making it a misdemeanor to possess controlled
dangerous substances on property owned by the State and managed by the
Department of Natural Resources; and establishing penalties for these
offenses.
