Requiring the State to be fully responsible for the funding of certain costs associated with State service delivery functions for the State Library Resource Center, including the costs in connection with staffing and support by the Department of Education in connection with specified collections and services of the Center that are considered unique; requiring the State and the City of Baltimore to each fund by specified percentages other costs associated with the operation of the State Library Resource Center; etc,
