Creating a State Debt not to exceed $250,000, with a matching fund requirement, the proceeds to be used as a grant to King Memorial Child Family Center for the planning, design, repair, renovation, capital equipping and furnishing, and other associated capital improvements to the interior and exterior of a building to be used as a full-time professional child care center; and prohibiting the use of the proceeds or any of the matching funds for sectarian religious purposes.
