Synopsis:

Prohibiting the court from transferring more than one-half the interest in specified benefit plans from one spouse to another under specified circumstances; and establishing that an interest in a benefit plan that is transferred from one spouse to another may not be based on a specified increase in benefits except under certain circumstances.
