Requiring each county and Baltimore City to prepare an Emergency
Preparedness Plan for responding to emergencies that involve hazardous
materials or controlled hazardous substances and to submit the Plan to
the Director of the Maryland Emergency Management Agency by October 1,
1998; and requiring each county and Baltimore City to review its
Emergency Preparedness Plan annually and to submit any changes to the
Plan to the Director of the Maryland Emergency Management Agency for a
specified purpose.
