Creating a State Debt not to exceed $500,000, with a matching fund requirement, the proceeds to be used as a grant to the Mayor and City Council of the City of Aberdeen for the acquisition of specified land and for the planning, design, construction, and capital equipping of a new minor league baseball stadium in Harford County, to be named The Ripken Stadium in honor of the Ripken family, so long associated with the Baltimore Orioles; and requiring a contract with a minor league baseball team.
