Repealing the statute of limitations for the prosecution of the offenses of manslaughter by automobile, vessel, and other vehicles operated in a grossly negligent manner and homicide by motor vehicle or vessel while intoxicated or under the influence of alcohol, drugs, or controlled dangerous substances.
