Synopsis:

Providing that the killing or injury of specified domestic animals is subject to specified penalties, with an exception; requiring persons who kill or injure specified pets to report that event to specified persons and to perform specified actions; and providing that owners of a pet that is killed or injured may bring a civil action to recover damages.
