Synopsis:

Requiring the Department of Public Safety and Correctional Services to establish a Maryland Fair Imposition of the Death Penalty Database; requiring the database to contain certain information concerning specified homicides in the State; requiring the Department to require specified entities to provide data; requiring the Department to publish regulations by January 1, 1999; and requiring specified reports.
