Creating a State Debt not to exceed $200,000, with a matching fund requirement, as a grant to the Board of Directors of Associated Catholic Charities, Inc. of Baltimore for the planning, design, construction, and capital equipping of an assisted living housing facility for persons with low incomes, to be located in Baltimore; and prohibiting the use of the proceeds or any of the matching funds for sectarian religious purposes.
