Synopsis:

Requiring certain health insurers, nonprofit health service plans, and health maintenance organizations to allow enrollees and insureds, who have a previously diagnosed dermatological condition, under specified circumstances, to receive dermatological care from an in-network dermatologist without first visiting a primary care provider; requiring certain health insurers, nonprofit health service plans, and health maintenance organizations to allow specified enrollees and insureds an annual visit to a dermatologist to receive care; etc.
