Synopsis:

Altering specified civil and criminal penalties for violations of specified environmental laws; prohibiting a person from tampering, attempting to tamper, or threatening to tamper with a public water system; providing specified penalties; providing that attempts to commit specified crimes are subject to the same penalty that applies for commission of the crime; etc.
