Solid Waste - Applications and Planning

Synopsis:

Requiring an applicant for a refuse disposal system to include in the application a specified statement from the county governing body; prohibiting the Secretary of the Environment from accepting incomplete applications; requiring the Department to cease processing a refuse disposal permit application until specified requirements are met; and allowing the county governing body to review, amend, and adopt a county solid waste plan.
