Authorizing the Health Services Cost Review Commission to adopt regulations to establish a method and mechanism to finance the cost of uncompensated care for the types of procedures and services provided by ambulatory surgical facilities; and requiring the Commission to adopt by regulation the types and classes of hospital outpatient services for which hospitals may charge below Commission-approved rates under specified circumstances.
