Granting to the United States exclusive jurisdiction over specified property within Fort George G. Meade Military Reservation; providing that the State retains the right to serve all civil and criminal process of the courts of the State and to enforce and ensure compliance with all applicable environmental and Public Service Commission laws and regulations; etc.
