Electric Utility Restructuring - Prior Approval

Synopsis:

Prohibiting the Public Service Commission from implementing retail customer choice in the electric utility industry of the State without prior approval of the General Assembly; allowing the Commission to conduct proceedings and adjudications in connection with electric utility restructuring; and prohibiting the implementation of deregulation and specified rates of electric utility industry components.
