Synopsis:

Imposing a public service company franchise tax on electric and gas utilities based on kilowatt hours of electricity or therms of natural gas delivered for final consumption in the State at a rate of 0.062 cents per kilowatt and 0.402 cents per therm; imposing the income tax on the income of electric and gas utilities; providing a property tax exemption for machinery and equipment used to generate electricity in the State; providing grants to counties; etc.
