Increasing the number of settings in which a licensed cosmetologist, under specified conditions, may practice cosmetology on individuals who are confined to or located in specified settings; establishing a pilot program in Cecil County that exempts a licensed cosmetologist from certain restrictions on practicing cosmetology; etc.
