Allowing specified persons to catch oysters by power dredge in specified areas of the Chesapeake Bay contiguous to St. Mary's County under a power dredging license issued by the Department of Natural Resources; requiring the Department to adopt regulations; requiring the establishment of an oyster sanctuary; providing specified restrictions pertaining to catching oysters by power dredge; prohibiting a person from catching oysters in the oyster sanctuary established by the Department; etc.
