Synopsis:

Requiring that cash payments made by State lottery agents be subject to certain rules and regulations; specifying service charges, fines, and penalties that the State Lottery Agency may assess upon licensed agents under certain circumstances; and authorizing agents to appeal a penalty or fine imposed under the Act.
