Synopsis:

Requiring a firm to obtain a certain certificate before providing heating, ventilation, air-conditioning, or refrigeration services in the State; requiring an applicant for a certificate to provide certain information on the application; prohibiting a certificate fee; providing for the renewal of certificates; providing that certificates are not transferable; requiring firms to display certain information in certain locations; adding to the grounds for disciplinary action; etc.
