Synopsis:

Requiring the Department of Health and Mental Hygiene (DHMH) to apply to the Health Care Financing Administration of the U.S. Department of Health and Human Services for an amendment to the existing home and community based waiver program under the federal Social Security Act; providing for home and community based services to eligible medically and functionally impaired individuals; specifying the elements of a waiver application to be submitted by DHMH; etc.
