Requiring the Public Service Commission to require electric companies to offer nondiscriminatory affiliate wheeling on specified terms; requiring a wheeling company to establish terms and conditions for providing affiliate wheeling under specified circumstances; establishing requirements for service contracts for affiliate wheeling; prohibiting an electric company from imposing specified charges on specified customers; providing for applications and appeals relating to affiliate wheeling; etc.
