Synopsis:

Prohibiting credit card issuers from purchasing or otherwise obtaining from an institution of higher education specified information about the students at the institution of higher education; requiring credit card issuers that solicit credit card applicants on campuses of institutions of higher education to provide specified educational opportunities for students at the institutions of higher education; etc.
