Establishing the Maryland Agricultural Education and Rural Development Assistance Fund to be administered by the Board of Public Works as a continuing, nonlasping fund; stating legislative findings and the purpose of the Act; providing for the purpose of the Fund; providing that expenditures from the Fund may only be made under specified circumstances; establishing the Maryland Agricultural Education and Rural Development Assistance Board; etc.
