Establishing a Committee on Washington Suburban Sanitary Commission (WSSC) Ancillary Services; requiring the Committee to evaluate and develop a plan for the transfer of specified ancillary services from the WSSC to the Montgomery County and Prince George's County governments; establishing a Bicounty Committee on Privatization Options; requiring the Committee to study methods of providing water and sewer services in the Washington Suburban Sanitary District as suggested by the Task Force on Privatization; etc.
