Requiring the Secretary of the State Police, on application, to issue without investigation or further action, a permit to carry a handgun to specified retired law enforcement officers and retired correctional officers; requiring applicants for a permit to meet specified requirements; requiring the revocation of the permit under specified circumstances; etc.
