Authorizing the Adoption Program Manager of the Department of Human Resources to authorize a confidential intermediary providing adoption search, contact, and reunion services to obtain information contained in specified records; and authorizing the Adoption Program Manager to sign written statements authorizing a confidential intermediary to obtain information contained in specified records.
