Synopsis:

Making specified hospitals and residential treatment centers subject to inspection by the Department of Health and Mental Hygiene to monitor actions taken to correct serious or life-threatening deficiencies identified by specified units and allowing the Secretary of the Department to take specified actions if a deficiency is not immediately corrected.
