Synopsis:

Creating a procedure in which a person who has been convicted of or charged with a sexually violent offense and who suffers from a specified mental abnormality or personality disorder may be placed in the custody of the Secretary of Health and Mental Hygiene until the person is safe to be at large or to be placed in transitional release; etc.
