Requiring the transition of individuals diagnosed with developmental disabilities from psychiatric hospitals into the community; requiring identification and evaluation; requiring discharge within a specified time; requiring reduced admissions of individuals diagnosed with developmental disabilities to psychiatric hospitals; requiring a plan; requiring a report by a specified date; providing for the termination of specified provisions of the Act; etc.
