Authorizing the creation of a State Debt not to exceed $150,000, the proceeds to be used as a grant to the Board of Directors of the Kairos Development Corporation, Inc. for the acquisition, repair, renovation, reconstruction, and capital equipping of two adjacent homes in Camp Springs, for use as a senior citizens' home for men and a senior citizens' home for women; providing for disbursement of the loan proceeds; etc.
