Requiring each health maintenance organization that provides health insurance benefits under the Maryland Medical Assistance Program to be organized as a nonprofit corporation, unless the Secretary of Health and Mental Hygiene determines that such a requirement will have an adverse effect on the cost or availability of services under the Program.
