Synopsis:

Allowing persons to possess marijuana and related drug paraphernalia subject to the public local laws; requiring a county or municipal corporation to submit to a referendum of the voters of the county or municipal corporation any enactment to allow specified persons to possess marijuana and related drug paraphernalia; requiring the governing body and the appropriate election board or municipal election official to do those things necessary to carry out the referendum; etc.
