Authorizing specified uses of challenge grant funds; extending the termination date of provisions relating to the challenge grant program to June 30, 2007; requiring the State Department of Education to submit a specified report to the General Assembly by January 15, 2007; and requiring the Department to submit interim reports by January 15 each year.
