Synopsis:

Authorizing the creation of a State Debt not to exceed $300,000, the proceeds to be used as a grant to the Board of Directors of Sandy Spring Slave Museum and African Art Gallery, Inc., for the construction and capital equipping of a building to house a museum and art gallery located in Sandy Spring; etc.
