Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 403 - Department of Health and Mental Hygiene - Alcohol Abuse and Drug Treatment Programs.

This bill requires alcohol and drug abuse treatment programs that are accredited by the Joint Commission on Accreditation of Hospitals to obtain certification from the Department of Health and Mental Hygiene in order to provide services in the State.

Senate Bill 350, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 403.
