Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 514 - City of Annapolis - Alcoholic Beverages - Wine Festival License.

This bill authorizes the Alcoholic Beverage Board of the City of Annapolis to issue a special festival alcoholic beverages license for a wine festival to the holder of a current State retail alcoholic beverages license, State Class 3 winery license or State Class 4 limited winery license. The Board will establish the license fee and may select one weekend annually for a wine festival, provided that the weekend selected not be within 14 days of the Maryland Wine Festival. The bill sunsets two years after it becomes effective.

Senate Bill 390, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 514.
