Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 581 - Telephone Solicitation - Caller Identification Blocking.

This bill prohibits a person engaged in "telephone solicitation" from blocking or otherwise preventing or controlling the transmission of information that identifies the solicitor to the recipient of the call. The bill exempts units of federal, State or local government.

Senate Bill 79, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 581.
