proceeds to be used as a grant to the Board of Directors of TuT's
Place, Inc. for renovation and reconstruction to increase its foster
care program housing space and recreational area; providing for
disbursement of the loan proceeds, subject to a requirement that the
grantee provide and expend a matching fund; and providing generally
