Requiring a sponsoring entity of a pole vaulting competition or practice session to recommend that specified children wear a specified helmet during specified times; providing for a waiver process to exempt specified children from wearing a helmet under specified circumstances; requiring the waiver form be approved by the sponsoring entity of the pole vaulting competition or practice session; requiring specified children to wear specified helmets if the rules of specified sponsoring entities of specified pole vaulting events require it; etc.
