State of Emergency in the Baltimore City School System

Synopsis:

Urging the governing bodies of Baltimore City, the State of Maryland, and the United States to declare the Baltimore City school system in a state of emergency; urging the governing bodies of Baltimore City, the State of Maryland, and the United States to provide financial aid to alleviate the conditions that led the Baltimore City school system to its current state; and urging the Governor to seek specified funding under the federal Clean Water Drinking Act.
