Synopsis:

Increasing the penalties for the crimes of life-threatening injury by motor vehicle or vessel while under the influence of alcohol or under the influence of alcohol per se, life-threatening injury by motor vehicle or vessel while impaired by alcohol, life-threatening injury by motor vehicle or vessel while impaired by drugs, and life-threatening injury by motor vehicle or vessel while impaired by a controlled dangerous substance; and defining the term "life-threatening injury".
